September Minutes Approved: Mark moved. Price seconded.
New Business:
Steve Wagner: In opening his non-alcohol dance club on Mendenhall, Steve is experiencing opposition by the fired department. There are parking issues. He is appealing a decision denying the use of the Labor Temple parking lot, has found parking down the street and would be willing to put up “no parking” signs. He needs four out of five commissioners to have the decision reversed and asked Task Force members for their support.
Steve also wanted input about the idea of having PBT’s for personal breath tests for people from other bars who want to come sober up while they are at his club. The Task Force consensus was this wasn’t a good idea.
Shelly Johnson, director of Alcohol and Drug Services of Gallatin County, presented on their court school . She said enrollments average 20 people per week. The class series costs $200 and includes 2 individual evaluations and four educational classes, two of which must be paid for up front.
Bill Muhs from MADD presented MADD’s legislative agenda, including: open container; modifying sanctions for fourth and subsequent offense DUI’s; increased consequences for refusal; and MIP Bill that increases penalties for 18 to 20 year olds; vehicular homicide; a beer excise tax to help fund treatment; and DUI child endangerment. Bill asked for support in testifying, says it makes a difference.
Finances
Overtime patrols:
3-D Holiday Patrols: total: $1581.37 Motion approved: Mark motioned, Susan seconded.
Sheriff’s office: $797/12 for four 4-hour patrols.
MSU PD: $600 for five 4-hour patrols
Belgrade PD: $184.25 for one 5-hour New Year’s Eve patrol
MHP overtime patrols: Five at $200 each, open time frame, for a total of $1000. Susan motioned, Mark seconded. Passed.
Other approved expenditures:
MSU PBT purchase: 1 PBT approved at $300. Susan motioned, Mark seconded.
Marketing for 3-D Month: support advertising for public service announcements developed by Safe Kids, Safe Communities approved.
$1500 to $2000. Susan motioned, Mark seconded.
Key chains for distribution at Motor Vehicle Department for new drivers (last batch was funded by SKSC): $1000 approved. Susan motioned; Mark seconded.
Total approximate appropriations: $5400 to $5900.
